Voice

The Constitution is a puzzle with a piece missing. There is a piece next to it with the Aboriginal flag shaped as the missing puzzle piece.

Historically, it has been very difficult to change the Australian Constitution. Out of 44 referendums held to date, only eight have passed. In order to enshrine a ‘First Nations Voice to Parliament’ in the Constitution, a majority of people in a majority of states would have to vote ‘Yes’.
