In March 2023 the Minister for Climate Change and Energy, Chris Bowen, challenged parliament to accept the government’s reforms to the Safeguard Mechanism. The policy aims to reduce carbon emissions, imposing stricter emissions limits year by year on the 215 largest polluting facilities in Australia, including large energy companies. Warren Brown is sceptical about the government’s ability to achieve its goal of eventually reaching net zero emissions in Australia.
